冷再生機施工工藝沒有地域限制，各地的瀝再路面均可使用此種工藝。據測算，若推廣使用，一個地級市應配置3-5臺。在國內保有量卻如此地低，原因有多方面，進口機型昂貴的應該是主要原因之一。

冷再生機的工作裝置是安裝有大量專用銑刨刀的銑刨拌和轉子。機器在舊路面上沿工作面行駛，轉子下降到設定深度，高速旋轉，銑刨并破碎拌和原路面材料（包括面層和基層），同時噴水系統根據行駛速度及銑刨深度，從伴隨的水車中抽水，向工作裝置罩殼內自動噴灑定量的水。
